Jan Brewer was first appointed to the office after the previous Governor, Democrat Janet Napolitano left office to became Barack Obama's Secretary of Homeland Security. The Arizona Constitution only allows Governors to serve two terms in office. There was speculation that Jan Brewer would challenge that law in court since her first term was not a complete term.
